MS4 Notice of Intent

The Town of Milford is subject to regulation of its stormwater discharges to waters of the United States (most surface waters) under the National Pollution Discharge Elimination System (NPDES).  This program requires that Milford seeks permit coverage under the MS4 (municipal separate storm sewer systems) general permit as administered by EPA.  Milford has been covered under this permit since 2003. However, the permit was revised in 2017 and the revisions became effective in July, 2018. 

To be covered under this permit, Milford must submit an NOI (notice of intent) on or before October 10, 2018.  Milford’s NOI has been completed in draft form and is provided here as an informational document.  The NOI has been prepared in concert with the NOI’s of Milford’s sister communities comprising the Manchester/Nashua Stormwater Coalition.  The NOI serves as an indication that Milford is aware of its responsibilities under the regulations.  A detailed work program has been developed as part of a required Stormwater Management Plan (SWMP) based upon items identified in the NOI.  The NOI should be considered as a working document outline which can, and likely will, change through the coming years.

On June 12, 2019, the Environmental Protection Agency (EPA) approved the Town's Notice of Intent (NOI) and granted authorization to discharge stormwater from the Town's MS4 in accordance with applicable terms and conditions of the MS4 General Permit, including all applicable Appendices.
